A judge on Wednesday issued a temporary ten-day restraining order over a dispute between Baltimore residents and Baltimore Gas and Electric. The order prohibits BGE from cutting and/or installing external meters and regulators in the Federal Hill neighborhood where homeowners fought to keep the utility from forcing them to use the outside devices .
