Amazon Unmasked as Anchor Tenant in Austin’s Fast-Tracked Dog’s Head Deal — And Critics Say That’s the Problem
For months, Austin officials talked about a mystery “Fortune 100 company” as the justification for speeding a massive land deal through City Hall.
This week, the mystery ended: it’s Amazon.
Austin Assistant City Manager Eric Johnson revealed at the City Council’s work session Tuesday that Amazon’s robotics division is the anchor tenant Dog’s Head developers have been trying to lure to the proposed 2,600-acre, mixed-use project in Southeast Austin.
The reveal lands two months after the underlying deal was struck. Council members approved an agreement to develop more than 2,600 acres along the Colorado River in late May, after Austinites largely testified against the deal, which had cropped up on the council agenda just a week earlier — and wasn’t vetted by city commissions ahead of the vote.
The site, owned by an entity tied to Endeavor Real Estate Group, sat in Austin’s unincorporated extraterritorial jurisdiction before the annexation, and the city anticipates the project could generate $3.5 billion in property taxes over 30 years — about $2 billion more than without a deal.

City officials have said for months that landing the anchor tenant depended on moving quickly through the approval process, and that urgency shaped how the city handled Dog’s Head — annexing the land before the public even knew who the mystery company was.
That’s exactly what has neighbors and environmental advocates upset.
Opponents held a press conference outside City Hall arguing their concerns go beyond financing: they say that under the county rules that applied before annexation, development would have required a 400-foot setback from the Colorado River, but after Tuesday’s work session that setback would average only about 300 feet. Residents argued that nearly every environmental protection was stronger under the county than it is now, under the city’s post-annexation rules.

“Council wants you to believe that unless they create a Tax Increment Reinvestment Zone (TIRZ) for the Dogs Head development the city will miss a generational opportunity, and we will face dire budget cuts and elimination of all but vital services. The curious aspect, however, is that the proposed TIRZ will cost taxpayers almost as much as Prop Q would have raised. You read that correctly. The City Council wants to give as much of your taxes to a corporate donor as they wanted to increase your taxes under Prop Q.”
The stakes are large in scale, too.
The Amazon robotics facility is expected to bring as many as 500 jobs, and the broader development is comparable in size to Downtown Austin, stretching north toward the University of Texas campus.
The developer says 10% of the 2,614-acre master plan will stay open space, with plans to restore a former mining site and expand public river access. The project is projected to draw more than 20,000 new residents and add millions of square feet of commercial, industrial, and hospitality space by the 2060s.

Council is now weighing a tax-backed financing plan for the buildout, with District 3 council member José Velásquez pushing for displacement monitoring, firmer affordable housing commitments, and flood-risk guarantees before signing off further.
