Texas Pulled the Thread — And the Whole Map Unraveled

It started, as so many things do in this era of American politics, with a phone call from Donald Trump and a willing audience in Austin.

Headline about Trump advising Texas Republicans to modify the state congressional map to maintain House majority.

In the summer of 2025, President Trump urged Republican leadership in Texas to redistrict the state’s congressional boundaries in order to benefit Republicans, touching off what historians may eventually describe as the most aggressive mid-decade map-redrawing since the 1960s. Before 2025, only two states had conducted voluntary mid-decade redistricting since 1970. Texas was about to blow that precedent wide open.

The stated goal was straightforward. Republicans wanted to add five congressional seats that would be won in the 2026 election. The thinking was that the midterm election nationwide was going to be very competitive, and adding five seats in Texas could prove to be the margin of victory to maintain a majority in the House. Republicans hoped the map would give the GOP 30 of Texas’ 38 congressional seats, up from the current 25.

The Texas Legislature obliged.

A group of legislators gathered in a formal setting, with a large digital display board showing legislative items in the background. The scene depicts a significant moment in a governmental assembly, emphasizing a new congressional map affecting Texas politics.

On August 20 of last year, the Texas State House passed congressional maps targeting five Democratic-held seats in an 88-52 party-line vote. The targeted members were Marc Veasey, Greg Casar, Lloyd Doggett, Julie Johnson, and Al Green. The Texas State Senate followed on August 23 with an 18-8 vote. The maps didn’t come without drama — Texas House Democrats left the state during the unusual mid-decade redrawing, delaying passage of the maps and attracting national attention to what became a multi-state redistricting battle.

The legal battles were just as heated.

Text headline discussing Texas's appeal of a ruling on racial gerrymandering related to a voting map urged by Trump.

A federal court in El Paso ruled in November that the redistricting constituted a racial gerrymander, which would have barred the map from being used in 2026. But Texas Republicans appealed, and the U.S. Supreme Court cleared the map to be used for the 2026 elections in a 6-3 decision in April 2026.

With Texas leading the charge, other Republican-controlled states followed. Missouri and North Carolina voted to target a Democratic-held seat in each of those states, and Indiana passed a new map that could help the GOP win two additional seats. Democrats, unwilling to sit still, began pulling their own levers. In California, voters approved a plan backed by Governor Gavin Newsom that allowed lawmakers to draw a new, more partisan map, expected to give Democrats up to five extra seats. Virginia Democrats then pushed through a ballot referendum on April 21, 2026, which voters approved by a slim margin.

But here is where the Texas-ignited chain reaction produced its most dramatic twist yet.

Shortly after Virginia’s referendum, Republicans in Florida parried with a GOP-favored map that effectively offset the would-be Democratic gains in the Old Dominion.

Then, just yesterday, the Virginia Supreme Court voided Democrats’ attempt to redraw the state’s U.S. House map, ruling the process of creating the referendum violated the state Constitution — a devastating blow to the Democratic Party’s efforts in the national redistricting battle.

CNN

The court’s ruling meant the map that Democrats had spent over $83 million campaigning for was null and void. Democrats are now eight seats behind Republicans in the national battle to redraw U.S. House maps, and the GOP could make further gains as Southern states reopen their maps following a Supreme Court ruling that gutted a key provision of the Voting Rights Act.

For Texas, the story carries a particular weight. What began as a pressure campaign in Austin’s Capitol corridors reshaped the political map of the entire nation. The redistricting began when Texas gerrymandered its congressional map to benefit Republicans upon President Trump’s request. Republican-led Missouri and North Carolina soon followed, and in response, Democratic-led states began the process of gerrymandering their own maps to counter Republican gains.

The Lone Star State has long been accustomed to outsized influence in national politics. But by being the first domino to fall — willingly, strategically — Texas didn’t just reshape its own districts. It moved the goalposts for the entire country.
