DISCUSSION AND OUTLOOK ---------------------- At 100 PM CDT (1800 UTC), the center of Tropical Storm Edouard was located near latitude 29.7 North, longitude 93.6 West. Edouard is moving toward the northwest near 8 mph (13 km/h), and this motion is expected to continue through early Wednesday. On the forecast track, the center of Edouard is forecast to reach the northwestern Gulf Coast within the warning area later today and move inland over southeast Texas tonight. Maximum sustained winds are near 50 mph (85 km/h) with higher gusts. Little change in strength is expected before Edouard makes landfall shortly. Rapid weakening is expected after the center moves inland. Edouard is a small tropical cyclone. Tropical-storm-force winds extend outward up to 25 miles (35 km) from the center. The estimated minimum central pressure is 1000 mb (29.53 inches). A National Ocean Service station at Calcasieu Pass, Louisiana, recently reported a sustained wind of 44 mph (71 km/h) and a gust of 52 mph (84 km/h).
The storm — the fifth named system of the 2026 Atlantic hurricane season — has forecasters and state officials most concerned about heavy rain, flash flooding, and storm surge in Southeast Texas, while Central Texas, including Austin, is bracing for a far lighter touch.
From Depression to Named Storm
The system began the week as Tropical Depression Five before the National Hurricane Center upgraded it to Tropical Storm Edouard Monday evening.
As of Tuesday’s 1:00 p.m.. advisory, Edouard was centered roughly 25 miles southeast of Port Arthur, crawling northwest at about 8 mph with maximum sustained winds near 50 mph. Forecasters expected the storm to strengthen some before landfall, with a hurricane watch issued for parts of the coast as it approaches the Texas-Louisiana border.
Edouard is a compact system — tropical storm-force winds extend only about 25 miles from its center — which makes it prone to sudden intensity swings. That small size is also why the heaviest impacts are expected to stay fairly close to the coast rather than spreading broadly inland.
Statewide Preparations
Gov. Greg Abbott activated the State Operations Center and Texas Emergency Management Council on Monday, mobilizing about 20 state agencies and more than 1,500 personnel. Rescue aircraft, swift-water rescue boats, and high-water vehicles have already been staged along the coast and in flood-prone areas.
At a briefing from the state’s emergency management headquarters in Austin, Abbott laid out the core threats for Southeast Texas:
- Winds: Near 60 mph at landfall, with tropical storm-force gusts up to 45 mph well inland from the coast.
- Storm surge: 2 to 4 feet along the coast near Chambers and Jefferson counties, with a Storm Surge Warning in effect from High Island, Texas to the Louisiana line, where surge could locally reach 3 to 5 feet.
- Rainfall: 3 to 6 inches generally along and east of Interstate 45, with isolated totals of 6 to 9 inches — and rainfall rates as high as 3 to 4 inches per hour — capable of producing flash flooding, particularly in areas with poor drainage.
- River rises: The San Jacinto, Trinity, and Neches rivers could all rise, though officials say it’s too early to know whether any will reach dangerous levels.
Abbott and Texas Division of Emergency Management officials repeatedly stressed one message above all: don’t drive into standing water. “We have seen too often vehicles being swept away,” Abbott said, calling it especially critical for residents of Harris County.
Several Houston-area school districts, including Channelview, Galena Park, and Humble ISDs, announced closures for Tuesday as a precaution.
What About Austin and Central Texas?
For Austin and the rest of Central Texas, Edouard is a much smaller story.
Abbott said the region should expect generally 1 to 2 inches of rain — a fraction of what’s forecast for the coast — with San Antonio and Waco in a similar range. Winds in Central Texas are expected to stay mild, and officials do not anticipate flooding risk locally tied to the storm.
That doesn’t mean zero risk, though.
Emergency officials flagged an unusual secondary hazard for inland Texas: wildfire danger. Because much of the region remains in drought, gusty winds arriving well ahead of any rain — combined with dry grass and brush — could create conditions for fires to spark and spread quickly, even as rain approaches. Abbott specifically warned that wind reaching the ground “can quickly cause a spark to ignite, and an igniting spark spreads literally like a wildfire.” Agricultural extension officials also noted that lightning associated with the storm’s outer bands could independently trigger fires.
Practical takeaways for the Austin area:
- Expect breezy, cloudy conditions and light rain — not a washout.
- If you’re outdoors, clear away brush, dry grass, or firewood near structures, since wind and possible lightning could raise fire risk even with rain in the forecast.
- No significant flooding or wind damage is expected locally, but keep an eye on official updates in case the storm’s track shifts.
The Bigger Picture
Edouard is the first storm of the 2026 Atlantic season to pose a direct, sustained threat to the U.S. Gulf Coast — the four named storms before it (Arthur, Bertha, Cristobal, and Dolly) all fizzled over open water. Despite that, overall Atlantic hurricane activity this year is running well below average, a pattern attributed to a strengthening El Niño that has produced unusually strong wind shear across the tropical Atlantic and Caribbean. Forecasters expect Edouard to weaken fairly quickly once it moves inland, though the moisture it carries could continue producing locally heavy rain into Wednesday, and possibly Thursday, over eastern Texas.
For now, the message from state officials is consistent: Southeast Texas should prepare for real flooding and surge risk, while the rest of the state — including Central Texas — should stay alert but expects only minor, indirect effects.

The huge Ross Fire has been burning for several days in Palo Pinto and Jack counties and has grown from 50,000 acres a few days ago to over 90,000 acres today with containment at 31%.
Nearly 160 structures have been damaged and 18 homes destroyed.

Authorities have released the identity of the 37-year-old man killed in a weekend officer-involved shooting in Georgetown, along with new details surrounding the incident.
Timothy Visa Xayyaraj was fatally shot Saturday following an altercation in which police say he attempted to disarm an officer.
According to the Williamson County Sheriff’s Office, Xayyaraj had previously been arrested on charges of attempting to take an officer’s weapon. However, he was released from custody after officials determined the arrest affidavit lacked sufficient information to establish probable cause.
The Hays County District Attorney’s Office has dropped an escape charge against a man who was mistakenly released from the Hays County Jail last month.
Kyle police announced the arrest of a suspect who they say stole while a 5-month-old child was still inside from the 800 block of Kohlers Crossing yesterday.
Hutto police responded to a report of possible gunshots Monday near Howard Norman Elementary School, but no evidence was found to substantiate the report, and no indication of any incident was identified.
Three men were arrested in New Braunfels and face charges including theft and organized criminal activity.
McCallum High School students and faculty continue to swelter in classrooms with faulty or non-functional air conditioning.

Tropical Storm Edouard is gaining strength as it tracks across the northern Gulf and is less than 24 hours away from making landfall in Texas.
Recovery efforts continued Monday as crews cleared storm damage and CPS Energy worked to restore electricity after Friday night’s powerful storms in Bexar County where authorities believe two people may have drowned in floodwaters.
In one incident, two people were caught in rushing water in San Pedro Creek north of downtown. One made it out safely. The other, a 46-year-old woman, was found dead Saturday night after emergency crews searched the area.
Acting Police Chief Jesse Salame said the medical examiner is reviewing the circumstances of her death, which is being investigated as a drowning.
Police are also investigating a possible drowning involving a man in his 50s who was found at Woodlawn Park Sunday morning.
As of early this morning, only a couple hundred utility customers were still without power.
Comal County authorities say a body was pulled from Canyon Lake early Sunday morning.
A Guadalupe County Sheriff’s deputy was nearly strangled while attempting to take a man into custody following a reported break-in.
Monday, Guadalupe County Sheriff’s Office investigators, with assistance from the Texas Department of Public Safety Criminal Investigations Division, recovered a missing juvenile female in Kaufman County and arrested an 18-year-old man on outstanding Guadalupe County felony warrants.
