Texas Legislature Pivots to Broader Agenda After GOP Redistricting Victory
With the Republican redistricting plan now passed, the Texas Legislature is turning its attention to a packed agenda of conservative priorities during the remainder of the special session this week.
Redistricting Battle Concluded
The Texas House of Representatives gave final passage on Wednesday to House Bill 4, a controversial Republican-backed proposal to redraw the state’s congressional maps and potentially add up to five new GOP-leaning districts. After two weeks out of state, Democratic lawmakers returned to Austin, paving the way for Republicans to pass their proposed congressional map.
Republican lawmakers are pursuing the unusual mid-decade redistricting plan amid pressure from President Donald Trump to protect the GOP’s slim majority in the U.S. House. The new maps are designed for elections beginning in 2026.
Texas Democrats are advocating for representation that understands and serves communities, not just partisan interests.
This Week’s Legislative Priorities
Now that the Texas House has a quorum following Democrats’ two-week absence, lawmakers are back to debate a wide range of issues. Governor Greg Abbott has outlined 19 agenda items for the second special session, with redistricting and disaster response at the top of the governor’s priorities.
Key items on this week’s agenda include:
- Flood Relief: Critical resources for relief and recovery from the catastrophic Fourth of July flooding have been delayed due to the Democratic walkout
- Property Tax Cuts: Legislation aimed at reducing the tax burden on Texas homeowners
- THC Regulation: Regulations on hemp products that failed to pass during the regular session
- Education Reform: Bills to eliminate the STAAR test
- Human Trafficking Support: Measures to support survivors of human trafficking
- Law Enforcement Accountability
Senate Bill 15 proposes creating confidential personnel files for law enforcement misconduct records, potentially hindering public accountability and investigations into officer misconduct.
Texas Sen. Roland Gutierrez, whose district includes Uvalde, has been pressuring the Texas DPS for the past three years for open record accountability as to what happened at Robb Elementary School on May 24, 2022.
Many of the proposed bills this special session are conservative proposals that failed in the regular session that ended earlier this year.
Consequences for Democrats
Governor Abbott has criticized what he called “delinquent House Democrats” who “ran away from their responsibility to pass crucial legislation”.
The Democratic strategy of leaving the state successfully delayed the redistricting vote by two weeks, but ultimately failed to prevent passage once lawmakers returned.
